Phillip is a seasoned executive with over twenty years of experience and a rich background in large-scale infrastructure projects and facility operations. He previously served as Senior Vice President and Director of Construction for the Asset Management Operations division of the New York City Economic Development Corporation (NYCEDC), where he led the division's capital project portfolio, valued at more than one billion dollars. Most recently, as the Chief Executive Officer, he oversaw the daily operations and capital planning for the nation’s largest wholesale produce market. Phillip spearheaded a capital campaign to revitalize the storied market. Through his efforts, he raised $395 million dollars.

Phillip is currently the Executive Vice President & Chief Operating Officer for Armand Corporation. Armand Corporation is a Construction and program management firm.  Phillip is responsible for overseeing the company’s daily operations and driving the execution of strategic initiatives. He manages relationships with stakeholders, including boards, owners, consultants, and contractors.

Phillip is a Licensed Professional Engineer in New York and is a certified construction manager. He holds a BS in Engineering from Fairleigh Dickinson University and an MBA from ÃÍÄÐÇ鱨¾Ö.
